IRAN has signalled a hope that ongoing tensions with Britain can be brought to an end in an open letter to Boris Johnson.
In the letter, published on his personal website, President Hassan Rouhani congratulated Johnson on becoming prime minister and said he hoped for renewed bilateral relations between their countries.
Tensions between Iran and Britain have escalated since the British seizure of an Iranian oil tanker, Grace 1, off Gibraltar earlier this month.
The vessel had been suspected of attempting to take oil to Syria, in breach of a European embargo.
Iran responded by seizing a British-flagged oil tanker, the Stena Impero, as it made it’s way through the Strait of Hormuz in the Persian Gulf last Friday.
Both vessels continued to be detained.
The row has seen Iran accuse the UK of committing “evil deeds” and “state piracy”, with then-foreign secretary Jeremy Hunt responding that Iran had broken the law and that British shipping “must and will be protected”.
President Rouhani’s full letter read: “I would like to offer my congratulations to Your Excellency on your election as the Prime Minister of the United Kingdom of Great Britain and Northern Ireland.
“I hope that Your Excellency’s familiarity with relations between Iran and the United Kingdom, and your only one visit to Tehran greatly contribute to removing the existing obstacles on the path of development of relations between the two countries, and we witness further deepening of bilateral and multilateral relations during your tenure as the Prime Minister.
“I wish Your Excellency health and success.”
The words “your only one visit to Tehran” were in reference to a trip the new prime minister made to the Iranian capital in 2017 while serving as foreign secretary.
After entering Downing Street last week, Johnson ordered that all British ships passing through the Gulf be provided with a Royal Navy escort.
Britain currently has one warship, HMS Montrose, in the Gulf, soon to be joined and then replaced by the larger HMS Duncan.
‘NO QUID PRO QUO’
Iran has previously proposed that the detained vessels could be swapped, but the offer was this morning rejected by Dominic Raab, who was appointed foreign secretary after Johnson entered Downing Street on Wednesday.
Speaking to BBC Radio, Raab said: “There is no quid pro quo.
“Grace 1 was intercepted because it was in breach of sanctions and heading with oil to Syria.
“The Stena Impero was unlawfully detained. So this isn’t about some kind of barter.

“This is about the international law and the rules of the international legal system being upheld and that is what we will insist on.”
He later told Sky News: “If the Iranians want to come of the dark and be accepted as a responsible member of the intentional community they need to adhere to rules-based system of the international community.”
