HOSPITALS could be banned from recruiting admin staff such as secretaries via agencies in a bid to cut costs by £100million a year.
Regulator NHS Improvement says bosses should employ the likes of HR and IT workers directly or pay existing employees to do overtime.
NHS trusts spent £223million on non-clinical agency staff in 2017/18 but they could have saved 20 per cent using current workers.
The saving would be used to fund patient services.
NHSI is consulting on new rules that would only allow trusts to use agencies for special projects, such as IT transformation.
They have saved £1.2billion since a cap on spending on agency workers was introduced in 2015, which also covers locum doctors.

Ian Dalton, from NHSI, said: “Cutting unnecessary expenditure on agency administrative staff allows money to be freed up for patient care and supports a more stable NHS workforce.”
Health Minister Stephen Hammond said it is a step towards ensuring trusts only use agencies as a “last resort”.
He added: “We want every Trust to continue prioritising their existing NHS employees when filling shifts, which not only saves the NHS money but creates a more flexible working environment for hardworking staff.”
