ROGUE bailiffs who terrorise debt-ridden families over parking fines and council tax will be stripped of their powers.

Sweeping new reforms will be announced this week to curb the aggressive behaviour of a minority of debt collectors.

Vulnerable people who have been subjected to intimidation or ill-treatment by bailiffs will be asked to give evidence[/caption]

Action being considered includes the setting up of an independent regulator to deal with complaints about bullying bailiffs. It follows complaints about heavy-handed tactics and threats used to recover small sums.

Laws against aggressive bailiffs came in four years ago but there is growing evidence some are still acting illegally. Ministers will ask victims to give evidence and seek their views before tightening rules.

Some were given aggressive messages while others were billed for visits never made. Victims will be asked about tougher protections, including the option of an independent regulator.

Justice Minister Lucy Frazer said: “There is no excuse for aggressive tactics and such behaviour will not be tolerated.
