A TODDLER found wandering the streets of Torquay barefoot and alone managed to escape through a cat flap, relatives revealed today.
The 18-month-old boy fled his home without his parents noticing and walked the streets for hours before being spotted by worried neighbours.
Relatives today revealed the little boy’s family have been “struggling to cope” since his dad suffered brain damage after a motorbike accident ten years ago.
A close family member told The Sun Online the tot had squeezed through a cat flap last Wednesday – with his parents apparently oblivious he was missing until cops turned up and banged on the door.
The parents, who cannot be named, have now been handed a to-do list by social workers to make their home more child friendly, according to relatives.
He said: “They have got to nail the cat flap shut until the boy gets a bit bigger. As it is, he was able to squeeze through it and he was off.”
The relative said he had “huge concerns” for the little boy, but insisted the parents were “good-hearted”.
He said: “Social Services handed them a long list of dos and don’ts to help them look after my nephew better.
“They’re hiring them a huge skip and my brother has been told to throw all his junk into it to make the house safer.
“My brother is a hoarder and he has so much stuff in there. He’s still got everything our father had when he died a while ago. There’s piles of stuff in there.
“They’ve also got to clean all the carpets and get everything tidy.”
The toddler’s parents, a woman in her 40s and a man in his 30s, were arrested on suspicion of child neglect, and have been bailed pending further investigation.
Another relative revealed the little boy’s mum had been under a lot of stress since her partner’s motorcycle accident.
She said “(She) has been so stressed out with the children and they have caused her a lot of worry.
“She had a lot of trouble giving birth to (her toddler) and she nearly lost her own life.”
The worried relative added: “She’s taken on too much. She has been fighting a losing battle for quite a while now.”
A neighbour of one of the family members said the children often made “unbearable” noise day and night.
He said: “The family are big drinkers too. Every week, there’s a huge pile of empty booze bottles stacked up outside the front door.”
The revelations come as the family who found the tot offered to foster him.
Richard Collins said he had found the little boy, letting the tot play Lego with his own three-year-old daughter as the family waited for authorities to trace his family.
Mr Collins said: “He was looking confused, I took his hand and got him to go to the pavement on the opposite side as cars were passing.”
A dad himself, Mr Collins said his partner quickly brought out some warm clothing and shoes for the boy as he appeared “cold and pale”.
Police were called, with the little boy staying with the Collins family as they searched for his family, before taking the tot to hospital for safe guarding.
Mr Collins added: “My little girl cried when the little boy left, as she thought he was here for good.
“I don’t know what will happen to the little boy, but we would be willing to foster him while they sort it out.”

A Devon and Cornwall Police spokesperson said: “Police were called at 1.25pm on 2 January following reports of a young child found in the street in Torquay. A woman in her 40s and a man in his 30s were arrested on suspicion of child neglect.
“They have both since been released on police bail until Wednesday 30 January. The child was taken into police protection and is safe and well.
“Police investigations are ongoing.”
