The Government is yet to respond to a consultation, which finished in September.

Sources said last night that draft legislation would not be brought in until next year.

Labour accused Mr Grayling of a failure of leadership.

Meanwhile, Mr Grayling said that airlines must compensate stranded Gatwick passengers.

He held a “productive” meeting with ABI insurance chiefs yesterday and later said airlines should take an “enlightened view” on payouts for delays.

But it’s likely only passengers covered by travel insurance could get a payout.

The ABI said where people have bought travel disruption cover as part of their insurance, they are covered up to the limits stated in the policy for that.

It said this is generally included within most travel insurance policies, including those bought through packaged bank accounts.

Mark Shepherd, head of general insurance policy at the ABI, said: “Where customers have bought travel insurance which includes cover for disruption they will be able to claim in the usual way.

“This cover typically refunds the cost of things like missed accommodation or car hire overseas.

“The first point of contact for anyone caught up in the Gatwick incident should be the airlines, who have a duty of care to look after their customers and help them make alternative arrangements regardless of the exceptional circumstances.”

Mr Grayling said he wanted to thank staff and emergency services at Gatwick for their hard work.

He added: “I have had further conversations with the aviation industry about measures that can be put in place to help protect airports from similar incidents happening again.”

£10,000 reward

To catch Xmas drone grinch

THE Sun today offers a £10,000 reward for anyone who helps get the Gatwick drone wolf arrested and convicted.

Britain’s second busiest airport was paralysed for 36 hours causing Christmas mayhem for 200,000 passengers.

The drone was flown over the runway up to 50 times, leading to 760 flights being grounded or diverted. Experts say it could bring down a jet.

Anyone with information should call Sussex Police on 101 quoting Operation Trebor. Or they can call Crimestoppers anonymously on 0800 555 111.
