The Turkish international is one the most highly-rated wide players in Europe after less than two years in Italy.
Gunners boss Unai Emery has tabled a formal bid of around £29million for the 21-year-old and keen to take him to the Emirates next month.
However, according to Tuttomercatowebb, Tottenham have registered their interest in the winger with a bid rebuffed from the Serie A side.
Spurs are set for another tilt at Under who has scored five goals and made five assist in 19 games could go head-to-head with their North London rivals.
The Italians are desperate not to sell next month.
