New photo Manhunt for missing convict after fail due to Telstra fault

A manhunt for a violent criminal has been launched after a major failure in the home detention monitoring system.


Robert Carl Stehr, 43, has been on home detention bail for an aggravated theft charge in Adelaide since Thursday.


Less than a day after he was bailed a Telstra network fault took down his home detention monitoring system, along with tracking devices attached to more than 700 other criminals.


Police have not seen or heard from Stehr since.

Stehr was the only person being monitored to remain unaccounted for after authorities carried out 300 home visits and put in 700 phone calls in place of a functional GPS network.


Police were still searching for him on Sunday night. 


Correctional Services Department chief executive David Brown told Adelaide Now when the electronic monitoring system fails, the back-up plan staff make phone calls and do home visits.

Stehr, who has a 'history with the criminal justice system', remained missing as his monitoring system failed to reconnect with the network.


He was on remand for theft charges but also has a history of aggravated assault.


Stehr is described as Caucasian, 175cms, with a medium build. He has a broad nose, brown short hair and a brown and grey beard.


He may also be wearing a black electronic monitoring device on his left ankle.

The chief executive of the Correctional Services Department David Brown told The Adelaide Advertiser said: 'Until we recover the device we won't be able to establish why the device did not reconnect with the network.'


 Premier Steven Marshall said he was committed to a review of the failure.


He said: 'Corrections and SAPOL had already done work to identify that this was a potential scenario and therefore put contingencies in place.


'Clearly this is an unacceptable situation and one we cannot afford to occur in South Australia again.'


The slip-up comes after accused criminals on the Gold Coast ordered to wear ankle trackers were said to be roaming the streets 'free' for a week because police cannot get the device to them in time.


Trackers are dispatched centrally from Brisbane, meaning police are unable to track alleged criminals for seven days after a magistrate makes a tracking order.
