The original German version 99 Luftballoons is about releasing a whole bunch of balloons into the sky for fun which show up as an unidentifiable mass on military radar. Both sides of the Cold war fight mistake the radar reading as enemy aircraft and launch missiles at each other to retaliate. The point of the song is to show how much tension there was in Europe at the time and that something as innocent as a bunch of balloons could trigger nuclear apocalypse.
