Prison chiefs have been blasted over a new set of 'lenient' rules that will leave cellmates alone if they want to have sex, allow them to brew illicit alcohol and even let them attempt escape without punishment.
The manual published by HM Prison and Probation Service also says that inmates can get off with fighting if they say they were acting in self defense, according to The Sun.
The new 87-page manual becomes effective next month and will do little to stem the opinion of UK jails being a soft touch.

The guidelines, set out for prison governors, state that prisoners found to be drunk on illegal alcohol will be let off if they are 'merely exuberant' and still manageable.
Prisons have apparently been told to label the alcohol as 'fermenting liquid' to avoid using expensive scientific tests if inmates dispute that it's alcohol.
If inmates are 'in a relationship' and have a 'reasonable expectation of privacy' they are free to have sex but if the activity offends other inmates, a charge could be administered.
Tory MP Tim Loughton, who sits on the Commons home affairs committee, told The Sun that the 'the only credible explanation is that the official who came up with this nonsense is way past 'merely exuberant' - more like completely rat-a***d.'
Shockingly, prison inmates who abscond while on leave will be let off the hook if they say they forgot they were due back from their temporary leave.
This alleged new rule indicates that as long as the inmate is locked up again after 48 hours they can escape trouble.

A Prison Service spokesman said: 'We do not tolerate indiscipline in prison and punish those who break the rules.'
The news comes as UK jails are in the midst of the 'most disturbing ever seen' conditions, according to the chief inspector of prisons.
'Repeated patterns of failure' have led to a point where staff are inured to conditions that have 'no place in an advanced nation in the 21st century', Peter Clarke warned in July.
In his annual report in 2017 he stated that violence, drug use and self-harm were a matter of urgency but all continued to rise with a fighting and drug-use epidemic taking over jails up and down the country.
The 'lenient' rules allegedly mooted by the prison service isn't likely to tackle the issues in jails such as HMP Birmingham, which has been described as in 'state of crisis'.
The Independent Monitoring Board also said conditions inside the jail had been 'squalid' and 'vermin infested'.
Tory MP Sir William Cash, told The Daily Express that a controversial in-cell deal with BT that could see inmates call loved-ones for less than the public is 'a step too far' and an 'invitation to criminals to believe the prison service has gone soft.'
