A billionaire from Dubai has enraged his neighbours by asking for permission to erect a 6ft high security fence around his £75 million estate after putting it up.  


Crown Prince of Dubai Sheikh Mohammed bin Rashid al-Maktoum put up the 'prison boundary' metal fence at his Surrey home last year, without planning permission.


He has now submitted a retrospective application for the towering gate and fence but furious neighbours say it is full of lies, including a declaration that work has yet to begin.

In an objection, neighbour Tom Barr said: 'Regarding the application for planning permission, many false claims are made.


'Firstly, the applicant claims a 1.8m fence height - yet it is in fact 2.2315 m high by the


applicant's own dimensioned drawing.


'Section 5 [of the application] has been falsely completed. The work / change of use is completed, yet the applicant claims it has not started.

'No wildlife surveys were carried out prior to the illegal development, despite parts of the developed area bordering a SSSI, involving the extensive clear cutting of trees and being close (well within 500 metres) to waterbodies highly likely to contain great crested newts.

'It is visually intrusive and, aside from mostly being powder coated green, more suited to a prison or a factory boundary, rather than the boundary of a SSSI.


'If permission is given - or if it is refused and removal of the fences not robustly enforced - that dereliction [...] would undoubtedly be seen by the public as 'one rule for the rich another for the poor' with our local natural and historical environment ultimately paying the price.'


In a further objection posted on the application, local J.R.A Fleming claims the fence will affect access for deer.


He wrote: 'The proposed apertures are totally inadequate for them, and the height in total is far above their ability to leap.'

Before the fence was erected, locals claim the estate was mostly bordered by a lower wooden fence, but in some places there was no boundary at all.


But a neighbour made a claim last month a fence had been erected without planning permission.


It is understood he did not respond to the claims - but his development company, Smech Property Management Limited, submitted a planning application, on January 4.

They added: 'They are currently subject to consultation and the decisions will be in due course, taking into account consultation responses and representations from members of the public.


'Until the applications have been decided, no further action is being taken in respect of any investigations.'


Smech Property Management Limited has not responded to a request for comment.
