New photo What is the Conservatives and DUP pact, what’s a ‘confidence and supply’ deal and how is it keeping the Tories in government?

THE DUP agreed to help the Tories stay in power following more than two weeks of talks after the General Election that ended in a £1billion deal.

But what was the agreement between Theresa May and the Northern Irish unionists and how is it keeping the Tories in government? Here’s all you need to know…

What is the pact between the Conservatives and DUP?

The Tories have promised to:

  • Maintain the “triple lock” on pensions and winter fuel payments for ALL pensioners, ditching manifesto promises to abolish them

  • Spend at least 2 per cent of GDP on national defence, and extend the Armed Forces Covenant to Northern Ireland

  • Spend £1billion on roads, broadband internet, health reform and reducing poverty in Northern Ireland

  • Maintain funding for Northern Irish farmers even after the end of EU agriculture subsidies

  • Treat every side equally in talks on Northern Ireland’s future and not privilege the DUP

In return, the DUP will support the Government in all votes on the Budget and everything to do with Brexit, making it easier for the PM to have her way on Britain’s negotiating strategy with Europe.

But the Conservatives will still have to battle to pass other laws, striking deals with the DUP on a case-by-case basis.

Theresa May and Arlene Foster met with their deputies and senior MPs at Number 10 to seal the deal around the Cabinet table.

Mrs Foster said she was “delighted” by the conclusion of talks, while Mrs May added that the parties “share many values” and said the agreement was “a very good one”.

What is a confidence and supply deal and how is it different to a coalition?

In exchange for certain concessions, the DUP agreed to vote with the Tories on cornerstone bills such as the Budget and the Queen’s Speech, the document which outlines a Government’s policy priorities for the year.

They also agreed to fall in favour of the Government in votes of no confidence, hence the name “confidence and supply”.

But unlike a fully fledged coalition, the DUP will not sit on the Government benches and will not get any places in the Cabinet.

A coalition involves two parties effectively merging to form a Government, usually with many key ministerial positions handed over to the smaller partner.

This was the case in the 2010-2015 Parliament, when the Conservatives formed a coalition with the Liberal Democrats.

Is the confidence and supply deal keeping the Conservatives in government?

After the 2017 election meltdown saw the Conservatives lose their majority in Parliament, Theresa May was forced to seek the help of a smaller party to keep them in government.

With ten seats, a natural right-of-centre political persuasion and a pro-Brexit outlook, Northern Ireland’s Democratic Unionist Party became kingmakers for the Tories.

A confidence and supply deal was drawn up in the days following the General Election, and the DUP saw their golden opportunity to prop up the Conservatives in return for concessions.

How could the deal affect Brexit?

The DUP was in favour of Brexit, which is one of the reasons the party seemed like a natural ally for the Tories.

But their support could still impact upon the kind of Brexit deal Britain might get.

The party will not accept any deal re-instating a hard border with the Republic of Ireland.

There has been some speculation that this focus on a soft, trade-friendly Brexit could mean the UK opts to remain inside the single market.

They all but confirmed after May’s deal was announced they won’t be supporting her in Government anymore because it breaks up the UK.

The Northern Irish party’s deputy savaged the PM in the Commons, saying she clearly “doesn’t listen” to them and their Brexit demands.

Nigel Dodds told the Prime Minister this morning: “We stand up for the whole of the UK, the integrity of the UK or we vote  for a vassal state with the break up of the UK.”

He commended ex-Brexit Secretary Dominic Raab and DWP boss Esther McVey who both quit over her Brexit deal.
