Bank of England governor Mark Carney has backed Theresa May’s EU withdrawal plans, warning a no-deal Brexit would trigger a shock to the economy that the bank could do little to rectify.


In a hearing with MPs on the Treasury Select Committee, Mr Carney said: “We have emphasised from the start the importance of having some transition between the current arrangements and the ultimate arrangements.

“So we welcome the transition arrangements in the withdrawal agreement … and take note of the possibility of extending that transition period.”


The transition period starts on March 29 and is due to end on December 31, 2020. Carney highlighted that a lack of a transition would deliver a “large negative shock” to the British economy – akin to the 1970s oil shock.


A no-deal scenario – seen as the “worse outcome” by the bank – was not one in which the central bank could ride to the economy’s rescue with lower interest rates, MPs heard.


Michael Saunders, one external member of the Monetary Policy Committee, said: “If you have queues at Dover, the answer to the UK economy is not lower interest rates.”
