A man has drowned despite the heroic efforts of fellow swimmers to pull him from the ocean off a popular beach.

The 24-year-old was seen floating face down in the water off Stanwell Park Beach south of Sydney about 1.45pm on Monday.

Three or four people swam out to try to save him and he had no pulse and wasn't breathing when he was pulled ashore, police said.

A rescue helicopter was called in and paramedics did CPR at the scene but he did not survive.

The swimmer was seen lying on a stretcher with a white sheet over his body as a devastated man sat on the ground next to the ambulance.

The beach beside a sleepy village between Sydney and Wollongong is popular with families, surfers, and dog walkers.

It and a nearby grassy area was packed with people enjoying the cloudless sky on a public holiday, when a rescue helicopter buzzed overhead.
