A BUSINESS director got a restraining order for intimidating his millionaire neighbour by flying a Jolly Roger flag.

Paul Loughlin, 54, targeted wealthy garden designer Doreen Mitchell, 70, because she refused to move her compost heap.

Doreen reported him for noise which he said was just mowing his lawn and she called cops when he used a disc saw.

The rift began in 2009 when Loughlin complained to the council about the compost in Doreen’s garden in Edgefield, Norfolk. The following year, police ticked him off about the pirate flag — which Loughlin said was for his grandchildren.

A string of harassment claims followed, before he was eventually convicted in 2015.

Doreen told Norwich JPs she was afraid to walk past Loughlin in the street, claiming he would laugh and sneer at her. She said she felt “intimidated, humiliated and utterly helpless”.

As well as a restraining order, he got a 12-week suspended sentence and was ordered to pay £15,000 in compensation.

Since then Loughlin has said he and partner Yana Dodson, 54, are so scared of legal claims they will only go into their garden while wearing body cams. He claims they are still involved in a boundary dispute.

Loughlin said: “I haven’t been perfect here. But nor has she and we are not going to sit here and take injustice.”
