A police officer who tasered a driver after he taunted him and flashed his lights has been charged with assault.

A driver under the assumed name 'Bill Holt', his wife and a friend were on their way to dinner in a modified green Jeep at Fremantle, Perth, in March last year.

Traffic police stopped the car for a random breath test.

After they slapped his car with a yellow sticker for a cracked windshield, the driver reportedly began heckling the police officer.

'You are jealous of my car, you are too poor to afford this car,' he said, according to Perth Now. 

Mr Holt was given the green light to go, before the driver flashed his lights.

Footage from a mobile phone showed the ensuing encounter between Senior Constable Keenan, who has been a police officer for 25 years, and Mr Holt.

Constable Keenan can be seen tasing Mr Holt before ordering him out of the car and arresting him. 

Mr Holt's wife could be heard screaming and pleading for the officer to 'stop it'.

The driver also insisted that he was not doing 'anything wrong.'

The Sunday Times revealed on Sunday the officer of 25-years had been charged with two counts of common assault and he would appear in Fremantle Magistrate's Court later this month.

Three internal police investigations found the officer had done nothing wrong.

The Corruption and Crime Commission ordered another internal review.

It concluded the constable's behaviour had been 'unreasonable and oppressive.'

'The Commission concludes there was no lawful jurisdiction for Mr Holt to be tasered,' the CCC report stated.

CCC Commissioner John McKechnie said the use of the taser had been 'completely unnecessary and unjustified'.

Senior Constable Keenan claimed he felt threatened when Mr Holt flashed his lights. Mr Holt had recorded a zero blood-alcohol level.
