This is the bizarre moment a man believed to be 'Britain's biggest moaner' had a mild-mannered stand-off with police in a public car park. 


Stephen Bradbury, from Huddersfield, was banned from entering any Kirklees Council buildings in 2011 after sending thousands of complaints to the council.


The argument, filmed by what appears to be a chest camera, began when Mr Bradbury was approached by a police officer travelling in a video van.

The officer initially just asked the driver to roll down his window - but Mr Bradbury refused.


When asked why, the pensioner said: 'Am I under arrest? I don't take orders from you.'


The police officer calmly repeated his request - but to no avail.


Mr Bradbury then began criticising the bemused officer for not 'knowing the ways of the road.' 








The police officer then asked him what he was doing, to which the man stubbornly replied 'it's none of your business.'


And when police asked him to exit the car, he again refused, responding 'for what reason?' to every request.


One of the two officers then walked away from the window momentarily, warning the driver that they would follow him if he drove away.


The six-minute video, believed to be filmed in Huddersfield, continued as the Mr Bradbury refused to even tell the officers his name.


He said: 'I don't answer questions.'


Mr Bradbury then held a letter up to his car window and tapped on the glass to get the officer's attention.


The police officer said: 'Unbelievable, you're unbelievable.' 


He eventually identified himself to police, and insisted that he wasn't causing a block because he was still in a car park.


Mr Bradbury was then told to 'clear off', and ended the Facebook video by stating: 'This is West Yorkshire police at their very best.'


It is so-far unclear why Mr Bradbury was stopped by police.

The pensioner was unable to enter council-owned libraries, leisure centres, or even the town hall due to his seven-year-old ban.


Mr Bradbury, dubbed Britain’s most prolific complainer, began the feud after his bins were not collected for three weeks in 1988.


He is said to often wear a chest camera to capture confrontations such as this on video. 


The pensioner allegedly wrote and made roughly 10,000 separate letters, phone calls and furious visits to his local authority over 30 years.


The retired property landlord even featured in the Channel 4 series The Complainers, which documented his feud, in 2014.


Kirklees Council in West Yorkshire estimated four years ago that it spent around £11,000 a year dealing with his requests – despite banning him from its offices in 2011 because staff said they found him intimidating.


West Yorkshire Police has been contacted for comment.
